觀看，不僅是理解世界的重要途徑與方法，同時也是具有反思性的過程，亟需有一套制度、系統和評鑑標準的程序，而此程序能夠有效地幫助我們紀錄與理解地方的本質。在當今不斷流動的全球秩序中，透過觀看，我們得以思索，並且調整及擴展地方的未來性。因此，觀看的最終目的在於反思在地問題，進而針對社會議題做出相應的討論。「府看．府城」旨在從臺南的生活經驗抑或生活世界中，辯證自我和在地的關係，從而產生在地的認同感。「府看．府城」是透過臺南（南方）的視角，思考此地如何被感知、如何介入臺灣的發展，又，如何成為臺灣歷史上重要的表述及記憶。因此，成功大學人文社會科學中心臺灣學計畫以「如何成為更好的臺灣」的命題，從環境永續、人權司法、產業治理、經濟社會、醫療健康等五大議題切入，以共同探索臺南乃至整個臺灣所面臨的挑戰和機遇，經由反思現時在地，驅動未來對話。
